one of my friend who is not EEA citizen holding familienangehoriger is living in Austria, and his Austrian wife living now in the UK.

she is planning to come hear and take him for Christmas to visit London.

the question is that, does he need extra visa if she is travelling (accompanying) with him? as far as I know, the UK boarder & immigration used to give on arrival (EU family free movement…

Yes, there's the EEA family permit. In the past, you got it from the embassy in Vienna, then the Brits shifted the visa handling to Poland.. travelling together may kill the requirement, just ask British authorities (and if the have no competend staff in Vienna, she should try in the UK)
